Rob,
Thanks for the cygcheck. It found the offending cygwin1.dll. Some time
ago, I had put the 1.1.8 cygwin1.dll in /usr/X11R6/bin *temporarily* as
xfree86 wasn't finding it. I got my path sorted out, but forgot to remove
the dll.
I've installed 1.3.1 now and it works fine. This is great - actually makes
a Windows machine useable!

Sound to me like you've got multiple cygwin1.dll's on your system. 1.3.1
is the same core dll as the Apr 14 snapshot that has worked so well with
95 users:]
Run cygcheck -s -v and report it here.
