'?' resp. '-?' isn't really an command line parameter of XWin.exe.

Although it outputs a lot of possible parameters, you can read read at the
top of the parameter list:

c:\cygwin\usr\X11R6\bin>xwin -?
Unrecognized option: -?
use: X [:<display>] [option]
...
