Yes, as of about 30 minutes ago:

I've got html, pdf, ps, txt, and rtf available for download.
html is the only format that gives correct formatting, the other formats are
new, so I haven't had a chance to work out any bugs. For example, the last
three pictures in the User's Guide overflow the right hand side of the page
in pdf and ps. rtf doesn't have any graphics, and txt has some oddities to
it.
