The solution I came up with involved running a script from bash. So, my batch
file now includes only the following lines :
mkdir \tmp
bash.exe startx_script
The startx script then uses path names appropriately, and it all works. So, I
packaged the files together (Xwin.exe, bash.exe fvwm.exe, fonts, dlls, etc),
and copied only what I need to annother machine with Cygwin NOT installed.
Viola!!!! It worked.
