Can you not put links at your KDE URL, pointing to downlaod xfree86 dlls
package
from http://xfree86.cygwin.com/xc-4-binaries/4.1.0/xxxxx.tar.bz2???? I
cannot stop
you from taking binary packages and redistributing them, Xfree86 license
allows it,
but since binaries are linked to Cygwin1.dll which is under GPL, you will
end up
including Cygwin1.dll source code.  In my opinion providing links might be a
better idea.

I will let Rob answer this.  I also do not know ins and outs of setup.exe
code.
