You can simply turn LBX on and of from Cygwin.cf file by changing
BuildLBX to YES or NO.
Anyway Disabeling LBX is not a good idea. I will continue to provide the
binaries on Cygwin/Xfree86 server with LBX. Many users who use X behind a
proxy need it.
