The mailing list is slow. I picked up this from mail archive.

Could you guys move up to the latest Cygwin, which is Cygwin 1.3.2.  
Cygwin 1.1.8 is officially not supported with Cygwin/XFree86 4.1.0.

Also since Chris is runing tight on disk space, I am going to delete XFree86
4.0.3.  I noticed some users are doing a mix and match. 

Are you trying to untar on a previous version of XFree86 which may have
read-only permissions?

I'm get an error tying to tar a necessary tar file  called
xfree86-4.1.0-devel.tar.

Is there a package that I need to install first.

I am using Win2000 with Cygwin 1.1.8
