Can you try Cygwin1.dll from one of the latest Cygwin Development snapshots?
rename your original Cygwin1.dll in cygwin\bin to cygwin1.dll-orig and copy
the Cygwin1.dll from the latest Cygwin development snapshot to cygwin\bin.
