I gave the wrong URL in the first posting. It's

The fix for win95 was to read the correct registry keys. Win2k uses
a newer mechanism. But it seems they only handle ethernet devices and
does not handle token ring adapters. You can start in the cygwin source
at winsup/cygwin/net.cc in function get_2k_ifconf.
