I have no idea what is wrong with XFCE, but Cygwin/XFree86 4.0.3 is way out
of date.  Cygwin/XFree86 4.1.0 has been out since May 2001.  Download
Cygwin/XFree86 4.1.0 from a different mirror and reinstall.

You could try building XFCE on your own machine as a test to see if the
problems go away.
