I might be wrong, but isn't that because the X server automatically 
compiles the needed .xkm files at startup from the info in 
/etc/X11/XF86Config, and put the resulting file in /tmp ?

If so, is there a way to get the same behaviour with Cygwin/Xfree86 ?
