why they aren't official:
nobody has volunteered to become the maintainer. See this page for information on creating setup-installable packages:
http://cygwin.com/setup.html
You'll see it is a lot of work, and nobody has yet had the time. Further, they depend on things that are not packages themselves (cygipc, libiconv, etc) -- and the rule is: "no official package may depend on anything but other official packages"(*)

(*) one exception, which predated this policy: postgres depends on cygipc.

Care to volunteer, instead of whine?
