Or scp, which is very similar to cp... :-)  This should work even if you
don't use ssh to log in (try it and see).  FYI, ssh, scp and sftp are all
in the openssh Cygwin package.

Ftp to a unix machine *should* work, unless they've explicitly disabled
the ftp daemon.  You could try using Cygwin's command line ftp tool (found
in the inetutils package) and see if it fares better than WinFTP...

Or you could try Samba, as Harold mentioned.  FWIW, I use all three on a
regular basis.
