I've made a new XFree86-etc package.

It includes the following changes:
- fixed us_intl keyboard layout
- added us_intl_win layout (the name may change in the next releases)
- added xkbcomp.exe with corrected binmode support
Due to the lack of clean Cygwin/XFree86 testbed I've not tested the changes
completely. Could someone with a clean Cygwin/XFree86 installation please
test the package and report if the us_intl and the us_intl_win layout do
work.
