Cannot start remote XDMCP session

I am trying to use Cygwin/XFree86 to log in vi XDMCP to a Linux
server.  I believe I have done my due diligence in searching through
available documentation, as well as the archive for this list (though
obviously I missed something...).  Since I am still unable to solve my
problem, I am posting to the group.

Here are some relevant facts:

 - My Windows box is running Win2K.

 - I have the latest installation of Cygwin/XFree86, as of this
writing.

 - My Linux server is running RedHat 7.2.

 - My LAN is 100 Mbit ethernet, with static IP addresses sitting
behind
   a firewall.

I believe I have kdm configured correctly on the Linux box.  This is
because I downloaded and installed a shareware X server (Xmanager),
and I am able to get an XDMCP session when using that application.

I have used various command switches when running XWin, but here is
the latest:

Xwin -ac -query DFLin72 -port 177

When I run the above command, I get a blank Xserver window with no
login window.  At that point, I am able to run an xterm from the Linux
system and display it on XFree86 if I set the DISPLAY on Linux.  Still
no XDMCP login, though.

When I run tcpdump and sniff udp port 177 on the Linux system, here is
what I see:
