Neither www.kde.org nor www.gnome.org provide binaries compiled for cygwin (AFAIK).
Compiling the source yourself is reasonably difficult and not to be taken on unless you have a reason for doing so...
On the other hand, there are projects that provide nice packages binaries:
http://kde-cygwin.sourceforge.net - very good package that runs kde on cygwin
and
http://cygnome.sourceforge.net/ - slightly less easy to use package (IMO) that runs gnome on cygwin
You would do best to try those out, and ask on their mailing lists for help rather than here, as that's where the experts are...
