BTW the OP problem was probably the result of not using setup.exe to install
Scribus, the instruction in cygwinports.dotsrc.org should be followed.

I did use the setup.exe which is the first file to be downloaded for CygWin. I also think that I followed their instructions.

I did it twice. First upgrding an existing installation and then, after failing, I installed CygWin from scratch again.
