In Windows, DLLs have to be executable. The usual cause of the above
message is a non-executable DLL.

Perhaps the DDD build is doing something Windows-unfriendly (like
"/usr/bin/install -m=0644"). You might find it helpful to examine the
Cygwin-specific patch in the Cygwin DDD package.
