Cannot get XWindow

I have a problem similar to this one:
http://www.cygwin.com/ml/cygwin-xfree/2005-02/msg00071.html.

I installed xorg-x11-libs-data-6.8.2... several times. But the
/usr/X11R6/lib/X11/locale/  is still empty. Can anybody help me out?
