The setxkbmap command gives:

Couldn't interpret _XKB_RULES_NAMES property
Use defaults: rules - 'xorg' model - 'pc101' layout - 'us'
Hangup

4.1.1 - this has no effect on the problem

4.1.2 - output shown - would have thought this be autodetected

4.1.3 - yet to try xkeycaps but will try it today - other method, as I
say, cannot see where to put.

4.1.4 - inapplicable - not using xdmcp.

4.1.5 - ditto.

4.1.6 - output from setxkbmap as shown above. /tmp mounted in binmode.
xkbcomp command has been tried for both uk and de and always gives the
error:

Can't find file "xfree86" for keycodes include.

It does, however, appear to be there.

4.1.7 - inapplicable - not using Powertoys and using recent Cygwin/X.

4.1.8 - inapplicable to this case.
