You can try changing the XWin line in XWIN.bat to something like the end of this line

run XWin -xkbvariant nodeadkeys -multiwindow -clipboard  -emulate3buttons 50 \
-screen 0 1280 1024 &

Then you should always get max size. Warning you may lose a window
