unable to use x forwading from cygwin shell

1. installed cygwin on xp sp2
2. started shell
3. ssh -Y -p 22 oracle@sand1
4. export DISPLAY=localhost:0.0
5. no error (just exit code) application did not start
6. $ net helpmsg 53
The network path was not found.
7. run cygcheck -s -v -r > cygcheck.out
