Problem using German layout

Hi!
I just installed cygwin on a laptop with german layout. I have two problems:
1) I have to press "~" two times to have it shown. This has been
happening since several days.
2) I created a new account today (the older one had "space" in the
login name, and every script using $HOME variable would die), and
installed a couple of programs (including powertoys) and now once I
press the AltGr key, the whole keyboard layout changes to something
bizzare! Pressing a gives f, and most keys don't work.
I am sure this is a known and solvable problem, but I couldn't find
much on google. Any idea what to do? Any other information that I
should give?
