Using a UK Dvorak keyboard layout

I am trying to convert to a UK Dvorak keyboard, but even with a
suitable layout available in Windows, I find it is still QWERTY in
cygwin xterms.
Is there a supported layout file or might I have to do the same as I
did with Solaris, namely come up with a file for xmodmap to change the
keys around?
