Neither; I have the same issue with my Cygwin-built gnome-terminal. 
It's actually an upstream bug:

IOW,  unlike most GConf client apps, gnome-terminal just exits if it 
can't find a running GConf daemon (instead of launching one).

The workaround is to run "gconftool-2 --spawn" *before* gnome-terminal.
