How to open a standalone xterm

I know I've done this before, but I just can't get it to work on this
new computer. It's running Windows 7 starter. I want to run xterm
w/o running startx, ie I just want to open an xterm in windows, but I
get:
$ xterm
xterm Xt error: Can't open display:
xterm: DISPLAY is not set
If I specify DISPLAY:
$ xterm -display localhost:0.0
xterm Xt error: Can't open display: localhost:0.0
xterm: DISPLAY is not set
