I can answer that one myself. Running startxwin from mintty works without a hitch. This is no big deal for me, but this still leaves me wondering why one of the officially recommended ways to start X (as per the docs, see http://x.cygwin.com/docs/ug/using.html#using-starting) fails on my system.

Does your CYGWIN environment variable contain tty?
