The full output of the shell commands for the most recent run of setup can be found in /var/log/setup.log.full


You might also try to run that bash command manually (perhaps with an additional -x after --noprofile) and see what's going wrong?

This looks like the culprit:
mkshortcut: Saving "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\C:\cygwin\Cygwin-X\XWin Server.lnk" failed; does the target directory exist?

Missing $(basename ...)? I tried peeking inside the .sh files but they're greek to me.
