[ANNOUNCEMENT] New: python*-pyqt5, Updated: python*-pyqt4, python*-sip, qscintilla2

The following packages have been updated for both arches:

PyQt is a set of Python v2 and v3 bindings for Digia's Qt application
framework and runs on all platforms supported by Qt. The bindings are implemented as a set of Python modules and contain over 620 classes.
This is an update to the latest upstream versions. Bindings for the new Qt 5 packages have been added.
