Insight gdb does nothing - why?

Can anyone suggest why Insight gdb does nothing?
bash$ gdb -nw a.exe
[gdb banner, prompt]
q
bash$ gdb a.exe
bash$
NT4WS/SP6, 19991101 Insight from Mumit, B20.1 + 19990115 cygwin1
Insight gdb and tcl/tk are on the PATH.
Setting GDBTK_LIBRARY, TCL_LIBRARY makes no difference.
I'll be back to the b19 gdbtk if this doesn't work ...
Thanks for any hints.
