Thanks for your responce.

I'm not using fopen(), just copy() and only testing
that command by itself.  I imagine php's copy is just
the shells "cp".

Also I'd like to say that i'm finding that the 
cygwin-apache/php4 crashes on any/all shell
commands executed from within php.
