This makes sense. I'm not running the xemacs that comes with CygWin.

*Which* NT emacs? For example, if it's "ntemacs", that's not a cygwin
program so it doesn't obey umask, but if it's the xemacs that ships
with the cygwin CD-ROM, it may be a bug.
