Win98 cygwin-b20 runtime problem

I've installed and run cygwin-b20 on NT with no problems. Now I want to
install and run it on Win98. Installation went fine using the install
wizard just like on NT. Trying to run cygwin from the
Start->Programs->Cygnus->Cygnus-b20 menu gave a DOS window with the
error "Out of resources". By removing some paths from the PATH variable
in the cygwin.bat startup file, Start->Programs->Cygnus->Cygnus-b20
produced a DOS window with the bash shell running. As a test I wrote a
"Hello world" C program and tried to compile it using "gcc hello.c". It
couldn't find certain dll's, I assume because the PATH variable was
modified. Restoring the PATH variable in cygwin.bat causes the "Out of
resources" error again.
I assume I need to tell Win98 to reserve more memory for environment
variables, perhaps just for DOS programs. Is this true? How do I do
this?
