Your're using and older version of the Cygwin DLL. You need to update
it. Instructions are on the cygwin project web page at:
http://sourceware.cygnus.com/cygwin/
It would probably also be a good idea to go to the ecos mailing list
where I'm sure they've had to deal with this situation frequently.
