Another missing define in winnt.h

Hi cygwin people,

There is a missing define in the current winnt.h:
 #define SID_REVISION 1

which is explicitly used in
http://www.microsoft.com/library/pdsk/winbase/accctrl_199w.htm
and which value is deducted from the SID component page.
