Tcsh-6.10.00-2 should be on the mirrors. It now supports native
characters as long as they are in ISO-8859-1 character set. I don't
know how it behaves in other character sets.

Any value will. It's just faked inside of tcsh as soon as $LANG has a
value. The correct NLS support needs the tool gencat which we don't have.
If somebody would contribute it, though...
