Enabling job control

I apologize if this question has been answered before, but I did not
see it on the FAQ. How do I enable the ^Z character to suspend the
foreground job in cygwin? I'm using Cygwin 1.1.8 and bash. I've tried
setting "stty syusp ^Z" but that doesn't work.
