the function sem_wait in cygwin is supposed to make the thread wait until the semaphore value is > 0. but it does not wait. the thread moves on to the next part of the code.

First of all, please keep replies cc'd to the mailing list.
You are providing _no_ details about how they aren't working. What are
the symptoms? Do you have a test case that shows the problem without a
lot of other unrelated code?
