cygwin-1.3.1-1 gcc/CPP0.exe error. Absolute mystery.


Whenver gcc is invoked in cygwin-1.3.1-1, the following error appears in a
pop-up window: "The CPP0.EXE file is linked to missing export
CYGWIN.DLL:getrlimit.", and the following is given in the console:
gcc: installation problem, cannot exec
`/usr/lib/gcc-lib/i686-pc-cygwin/2.95.3-4
/cpp0.exe': Permission denied

I used the setup.exe installer that comes with cygwin. Here is the
setup.log:

I have searched the FAQ and the mailing list archives and I have found
nothing to match this problem. Nor can I think of any possible
explanation.
