why I can not make normal user and set hostname?

I create /etc/passwd
root::500:544::/home/root:/bin/bash
jiny::501:545:jiny:/home/jiny:/bin/bash
/etc/group
root::544:
jiny::545:
mkpasswd -l makes only 'unknown' user and
/home/unknown
so I edited it, now ls -l option shows me successfully
owner is root but, can not chown /home/jiny to jiny's.
no error or warning but did not changed to jiny.
how can I make normal user?
and, can I change root IDnum and GRPnum to 0 ??
passwd jiny or passwd root or passwd don't work ,
alert me
passwd.exe file connected to (korean- lossed
submission) NETAPI32.DLL:NetApiBufferFree.
hostname xxx.xxx.xxx
hostname:cannot set hostname; this system lacks the
functionality
T.T can I set my hostname?
original user was unknown and hostname is OEMCOMPUTER
installed path c:/cygwin
default text file type unix
install for all
win-me
