Sorry but it isn't. ActivePerl is a 'windows native build' of perl and is
also anything but the standard distribution. The build releases are always
patched post standard release.

Yes from the standard perl distribution. Builds OOTB. It's also included in
the standard cygwin packages. Use setup.
As for how everyone uses perl under cygwin, that's a broad seeping
statement. Just like the reasons cygwin exists, the perl build for cygwin
is intended to be more like it's Unix variant cousins than a native windows
build.
