I re-run the cygwin setup program periodically to
collect the latest packages and already had
cygwin-1.3.2-1.tar.gz. The setup program detected this
so did not queue it for download it again. But when
the installed tried to extract the cygwin binaries it
looked for cygwin-1.3.2-1.tar.bz2 so didn't find it. I
had to fix this manually.
