Installing inetd on a win 98 machine


Hello,
i tried the last days to run the inetd-service for accessing the 
telnet...
Now i will give up..if anybody don=B4t help me...
in inetd.conf:
telnet tcp stream /usr/sbin/in.telnetd in.telnetd
Ok...the inetd starts by calling
/usr/sbin/inetd
now i try to call the telnetd:
I can connect to the port 23...but nothing comes out.....
then in debug mode the inetd shows
reaped state 0x1000
ok....
thenb i checked up the permissions...ah...in group i am unknow...
then i set it up to root.
Now...i try to access.....
nothing....
i start inetd again....close the shel immadiately..
now...a login prompt appears:
password:
ok...it is acceptable that is asking for the pwd. ...
ok
i want to try it again...the telnetds does niot ever come aain.....
i installed cygwin agasin....nothing...telnetd does only start once!
i don=B4t know what i should do.....
ftp does nothing....
and itz is asking for the password...if i press enter then the user-
prompt come out...what shall i do
please answer....
