Why do we need a mirroring tool - setup.exe based or not?


What advantage does a mirroring tool give over a setup.exe which operates
correctly in download only mode (That is, gets the current version information
from the local package directory, not from the currently installed packages) ?
This bug _will_ eventually be fixed (by me, if no one gets there first). I
believe that many people will not _want_ a mirror - i.e. they will not want
[prev] packages once the superceding [curr] package has proved itself.

Perhaps I'm missing something obvious, but surely setup.exe is all we need?
