Bummers. I guess that it's too late to reply with the following:
Good. Now I don't have to feel lame about taking forever and then
some to add rebase to setup.exe.
Instead, I will respond with the following:

If you figure out how to use libbfd to perform rebasing, then I would be
quite willing to rework my low-level rebase routines to use this instead
