Don't consider apache as a component of Cygwin, it is a separate app.
Taken that way, you have 2 web servers on the same host (apache and
IIS).  You want to run both, but not on the same IP.  So the solution is
the same as it would be if you were running Win32 Apache and IIS on the
same host, you give the Windows host 2 IP's and bind each web server
instance to one or the other as you prefer.  Does that clear it up a
bit?
