In issues like this, don't you have to differentiate (or state, anyway) whether the "tty" option is enabled in the $CYGWIN variable for the processes in question?

I just checked, and control-C works properly in a Cygwin window
running emacs under Windows NT. Could someone verify whether the
above is a Win9x issue?
