Yes, right list.

Sounds like your install of Cygwin is damaged.
If you do "ls /usr/bin/libcygwin.a", do you get "file not found" ?
If so, reinstall the "cygwin" package.

No, that's normal.

Oh oh. "Extracted" ? You did install with setup.exe, didn't you? If not,
erase your current 'install', and use setup.exe
