There's no way to directly access a file system in Cygwin. Cygwin relies on Windows for file access. If you can find a file system driver for Windows that accesses one of the many Linux file system types, then Cygwin will have access to those file systems.

Without non-standard (non-Microsoft) file system drivers, you're limited to FAT, NTFS and SMB.
