Does the event log say anything?  IIRC, you need to give the -k option to
httpd to avoid detaching from the terminal, but I hope someone will
correct me if I'm wrong.  Also, why are you starting apache through
apachectl if you already have cygrunsrv to do it?  Wouldn't it make more
sense to start httpd directly?
